Article 3: Management Rights TA'd 2/18/26

GEA proposed grammar correction changes on February 18, 2026.

Article 4: Rights of Professional Employees TA'd on 6/9/26

GEA proposed updates to Sections D (Criticism) and I (Non-Discrimination).

GSD proposed language updates to complaints procedure and align compliance with OTIS reports and language update to Representation for clarity in Section F.

GSD countered to Section D with removing the wording "or at public gatherings" and in Section I with removing the wording "No grievance may be brought alleging violation of this section".

GEA agreed to the language updates in Section F-Complaints.

Article 5: Safety, Student Support, and Discipline TA'd on 5/26/26

GEA proposed a number of proposals to improve safety for students and licensed educators while GSD proposed language update to ensure compliance with state and federal laws regarding the rights of students with disabilities.

Changes were made with the language within the article. Procedures E and F were removed and the article title was changed

Article 8: Just Cause TA'd 2/18/26

GEA proposed language changes on February 18, 2026 to update the statement "non-renewal of a contract teacher" since there is no process for non-renewal.

GSD countered by updating the language from "non-renewal" to "non-extension".

Article 10: Grievance Procedure TA'd on 4/20/26

GSD proposed update to definition of "Days" for clarity.  Additionally, clarity of language around Group Grievances and language changes to procedure to provide more clarity on timelines and other procedural steps in the grievance process.

This article was TA'd with agreed updated and clarity of language.

Article 11: Substitute Teachers TA'd on 4/6/26

GEA proposed continuity of instruction be maintained when using substitutes.

GSD countered with clarity of substitutes reassignments when it is in the best interest of student learning.

Article 12: Educator Work Day TA'd on 6/9/26

GEA proposed clarity of what happens when educators are required to attend meetings outside of the work day and to address the requirements to make up workdays. Additional proposals are being worked on.

GSD proposed clarity of language regarding rates of pay for activities beyond the normal workday and the addition of planning time to language about additional work days at the end of each grading period.

Several changes were made to include changing outside of work day not to exceed two (2) days a year for which the district will compensate, planning a prep time or 45 minutes per day and one (1) 15 minute break per day, and make up emergency closure/late start days to meet state requirements for instructional minutes.

Article 13: Assignment and Transfer TA'd 3/16/26

GEA proposed support for educators who are required to move classrooms by providing two (2) student-free work days or an equivalent amount of compensation at the licensed educator's hourly rate.

GSD countered with providing one (1) student-free work day or an equivalent amount of compensation at the licensed educator's hourly rate.

This article was TA'd with the agreed GSD counter of one (1) student-free day.

Article 14: Evaluation of Educator Performance TA'd on 5/26/26

GEA proposed language clarification on evaluations.

GSD countered with changes in some of the language and eliminating B-3, B-4, and C from the article as well as removing the word "Teaching" from the title.

Article 15: Professional Growth TA'd on 6/9/26

GEA proposed to address reimbursement for certifications.

Article 16: Pay Day TA'd on 4/20/26

GEA proposed clarification of the schedule for extra-curricular compensation and stipends.

GSD countered with the statement change of when stipends would be paid to stating that it would be outlined in each extra duty contract.

GEA presented proposals on Section A (Extended Contracts), C (Curriculum Development), E (Retirement Incentive), H (Class Size), and perhaps others.

GSD proposed language clarity regarding rates of pay for assessments, grading, curriculum development, and expense reimbursements.

GSD countered with the noted deletions in Sections A & C, the change from $150 to $75 per day in Section E, and the deletion of Section H entirely.

GEA agreed on the language clarity in the article proposed by GSD.
